Configuration Wizard Fails - Exception While Configuring Plugins

Issue:

Configuration Wizard Fails on IPAM v3.1.1 installation with the error:
ConfigurationProgressScene - Exception while configuring plugins.
System.IO.IOException: The process cannot access the file 'C:\InetPub\SolarWinds28\bin\wurfl.xml.gz' because it is being used by another process.

Environment

IPAM v3.1.1

Resolution

  1. Invoke Internet Information Services (IIS) Manager, Start > Program and Features > IIS.
  2. Expand the Orion Server listed and browse to the Site Solarwinds NetperfMon.
  3. Click the Basic Settings link under Edit Site Action to open up the Edit Site window.

  4. Edit the Physical path, click the ... button and choose a different folder under the same path such as, SolarWinds2013.

  5. Click Ok to save the changes, and then close the IIS Manager.
  6. Run the Configuration Wizard again without error.

Cause

The "Solarwinds" folder in the Physical path C:\InetPub is used by another process and is locked for access even after reboot.
