File System Out of Sync / Synchronization Not Completing

Orion Failover Engine (FoE) uses the Volume Shadow Copy Service (VSS) to replicate files. When the files are in use or locked by a program on the passive server, the VSS agent cannot write to those files, thus the synchronization cannot complete.

Some antivirus software blocks VSS functionality on FoE.


  1. Check the Data tab for issues. This tab displays the files that are failing to synchronize.
  2. Check your antivirus and ensure exceptions exist for those file locations.
  3. Check the services running on the secondary server. If the protected application has services running, follow this procedure for all FoE protected services: FOE - Protected service bouncing or failover stalls on stopping a service
  4. Once all services are stopped, check your Application -> Replication tab again, and confirm that the files are being successfully synchronized.
