Overview
Customer freshly deployed SolarWinds Application on 2019 OS with System Locale - Arabic (unsupported officially but customer was not aware of this).
Application installed fine and web console is also up and running, however NetFlow & Alerting Services were restarting every few minutes.
Upon checking the logs for these services, we find same errors in both service log files and in Module engine logs.

We set OS locale settings to the one officially supported (English (UK or US)) on both SQL and App server and rebooted them, verified in regional settings via GUI and CLI.
You can check this via below PowerShell command.
Get-WinSystemLocale
Customer even re-deployed OS(they have no OS templates with default locale as English(UK/US). Again, the same issue.
