Question:

How do I correct the error "Network Performance Monitor Startup Error: Cannot open the SolarWinds WebEngine database" when I try to view my website?


Resolution:

This error has two different causes. Your Orion configuration settings may be corrupt or incorrect, and you can resolve this by running the Configuration Wizard. Or, the Windows account that Orion uses for its web objects might not have the necessary access permissions, and you can resolve this by making this account a member of the Power Users local group.

Fixing Corrupt or Incorrect Configuration Settings

Run the Configuration Wizard to fix any configuration errors.

To fix any configuration errors:

  1. Click Start > All Programs > SolarWinds Orion > Configuration Wizard.
  2. Select the Database, Website, and Services checkboxes, and then click Next.
  3. Verify all the settings that the Wizard presents you, and fix any that are incorrect.

Adding the Web Objects Windows Account to the Power Users Group

The Orion WebEngine database uses a Windows account to access MDAC resources. Sometimes, this Windows account may not have sufficient access rights, so you must add the account to the Power Users local group.

Warning! This procedure requires you to restart the IIS Admin Service. Restarting the IIS Admin Service will disrupt all other web sites hosted by IIS, and also restart the SMTP, POP3, and HTTP SSL services.

If you are using Orion 7.x or earlier:

  1. Add the IISUSER_SolarWinds account to the Power Users group.
    1. Click Start > Control Panel > Administrative Tools > Computer Management.
    2. In the Computer Management (Local) list, expand Local Users and Groups, and then click Users.
    3. Right-click IISUSER_SolarWinds, and then click Properties from the shortcut menu.
    4. Click the Member Of tab.
    5. Click Add.
    6. In the Enter the object names to select box, enter Power Users
    7. Click OK on the Select Groups window, and then click OK on the Properties window.
  2. Unload all the COM+ applications in the Shutdown NetPerfMon program.
    1. Click Start > All Programs > SolarWinds Orion > Advanced Features > Shutdown NetPerfMon.
    2. Scroll down until you see COM+ Application Services.
    3. Click a COM+ application, and then click Unload.
    4. Repeat the previous step until you have unloaded all COM+ applications.
  3. Restart the IIS Admin Service.
    1. Click Start > Control Panel > Administrative Tools > Services.
    2. Scroll down to IIS Admin Service.
    3. Right-click IIS Admin Service, and then click Restart from the shortcut menu.
    4. In the Restart Other Services dialog, click Yes.

If you are using Orion 8.x or later:

  1. Add the SOLARWINDS_WEBSITE account to the Power Users group.
    1. Click Start > Control Panel > Administrative Tools > Computer Management.
    2. In the Computer Management (Local) list, expand Local Users and Groups, and then click Users.
    3. Right-click SOLARWINDS_WEBSITE, and then click Properties from the shortcut menu.
    4. Click the Member Of tab.
    5. Click Add.
    6. In the Enter the object names to select box, enter Power Users
    7. Click OK on the Select Groups window, and then click OK on the Properties window.
  2. Unload all the COM+ applications in the Orion Service Manager program.
    1. Click Start > All Programs > SolarWinds Orion > Advanced Features > Orion Service Manager.
    2. Scroll down until you see COM+ Application Services.
    3. Click a COM+ application, and then click Unload.
    4. Repeat the previous step until you have unloaded all COM+ applications.
  3. Restart the IIS Admin Service.
    1. Click Start > Control Panel > Administrative Tools > Services.
    2. Scroll down to IIS Admin Service.
    3. Right-click IIS Admin Service, and then click Restart from the shortcut menu.
    4. In the Restart Other Services dialog, click Yes.
